General description of the collection: This collection contains materials related to the racial designations used by the Department of Defense in 1962 and 1963. Three memorandums on the subject written by James C. Evans from 15 August 1962 to 1 April 1963 are included in this collection. The collection also includes a speech written by Stephen N. Shulman entitled The civil rights policies of the Department of Defense presented to the Kansas Conference on Civil Rights on 4 May 1965.
